The world has gone to hell in a rocket powered hand basket, so now it's time to put that survival plan into action (because all nerds and geeks have some kind of zombie survival plan).
(A Basic Character Sheet can be found at the bottom of this post to be copy/pasted into your character profile)
The beginnings of every character start with a few simple identity items:
Name:___________________

Height:___________________
Weight:___________________
Age:____________________
Former Occupation:____________________
Once you've filled out the 6 questions above, you can fill out your SPEW (see "S.P.E.W. And what it means to You." to figure out your SPEW)
Strength:
Perception:
Empathy:
Willpower:
Next go into "Types AKA What you used to do..." and find the Type that fits your former occupation. Your type will give you special skills and possibly even increase some of your SPEW Stats.
After you have added your Type and anything that comes with it, you can go into "Skills (or Stuff you CAN do)" where you can select 7 tiers worth of skills. (Some types will limit how high of a tier you can select or how many tiers you can have. Those types will supersede the 7 tiers given here)
Finishing Touches
Cargo (encumbrance): Outbreak uses Cargo Units as a measure of encumbrance and carrying capacity. Basically, 1CU is an item that can be easily carried in one hand. A character has 1CU for every 5 points or Strength (min 3CU, max 10CU)
Even though your character may be able to carry more than 3CU, without the assistance of gear your character will be limited to 3CU (representing being able to carry one item in each hand and having a one handed item in a pocket) More info can be found in the "Equipment and Gear" Section of Character Creation.
Movement: Movement in Outbreak is based on the length of your character's stride which is directly related to your character's height(in feet, rounded up to the nearest foot)
Base Movement= Height (rounded up to nearest foot)
Normal Speed= 2x Base speed
Running Speed= 4x Base speed
All-Out Sprint= 10x Base speed
Melee Attack(MA): Use of weapons within Melee range (your arm plus the length of the weapon)
Use the following formula to find your MA
every 5pts in Str = +1MA
every 10pts in Per = +1MA
every 10pts in Will = +1MA
Ranged Attack (RA): Use of weapons at longer range than melee. (Range based on weapon and will be stated in the equipment entry)
Again follow the formula below for your RA
every 5pts in Per = +1RA
every 10pts in Str = +1RA
every 15pts in Will = +1RA
Natural Defense (Def): This is a combination of your characters toughness and Dexterity and is added to any bonus granted by Armour or Gear
Formula below... now you're getting it! Def
every 5pts in Per = +1Def
every 10pts in Str = +1Def
every 15pts in Will = +1Def
NOTE: Natural Defense cannot be higher than 5, but Gear can be added to bring it higher such as body armour or thick clothes
Bite Resist (BR%):Bite Resistance is your character's ability to shrug off the zombie infection either by being quick to get out of the way of teeth, or having tough skin.
1/2 of your Per Stat added to anything your Gear grants you.
1/2 Per = BR%
Health: This is pretty obvious. Health is how much damage you can take before going to another type of existence (probably a shambling, moaning one)
every point in Str = +1 Health
every 5pts in Will = +1 Health
Warning!!!! Health is easily lost, and very slowly restored
